1 RULES
The regatta will be governed by
the rules as defined in The Racing
Rules of Sailing.
2 NOTICES TO
COMPETITORS
Notices to competitors will be
posted on the Regatta Notice Board located on the BYC porch
3 CHANGES TO
SAILING INSTRUCTIONS
3.1 Any
change to the sailing instructions will be posted before 0900 on the day it
will take effect, except that any change to the schedule of races will be
posted by 2000 on the day before it will take effect.
3.2 Changes
may be made orally on the water.
4 SIGNALS
MADE ASHORE
4.1 Signals made ashore will be displayed at the flagpole.

5.2 Starting
sequences are defined in Addendum B for Division 1 and Addendum C for Divisions
2, 3, & 4.
5.3 All classes not listed shall start with the Handicap class. Handicap
classes include all non-listed One-Designs and other boats not eligible for
PHRF class status. Classes with three or
more entrants will be scored separately, and may be instructed to start with
another class check the Regatta Notice Board
6 CLASS

7 THE
COURSES
7.1 The general racing areas are illustrated in Addendum
A.
7.2 The
courses are defined in Addendum B for Division 1 and Addendum C for Divisions
2, 3, & 4. All marks shall be left
to port. Boats must observe all rules of the road regarding non-racing craft,
and should not assume privileged rights simply because they are racing.
7.3 Division 1 Narrasketuck, Flying Scott, and Handicap
courses may be defined orally.
7.4 Boats
sailing a designated course shall not interfere with those sailing another
racecourse.
8 MARKS
8.1 Division
1 marks will be government marks for the PHRF class and large orange inflatable
buoys for the One-Design classes..
8.2
Division 2 marks 1,2, & 3 will be medium orange
inflatable buoys
8.3
Division 3 marks 1, 2, & 3 will be medium yellow
Tetrahedron buoys.
8.4
Division 4 marks 1, 2, & 3 will be small orange
inflatable buoys.
8.5
A race committee boat signalling a change of course is
a mark.
9 THE START
9.1 Division 1 will be started by using Rule 26 with the
Attention signal given one minute before the Warning signal. Thereafter, the sequence will be rolled until
all classes have started.
9.2
Division 1 PHRF and non-PHRF
classes have separate start times for their respective sequences.
9.3
Division 2, 3, & 4 will be started using Appendix
Q.
9.4 The
starting line will be between a staff displaying a white flag on the Committee
Boat and the X buoy.
9.5 Boats failing to keep clear of the starting area prior to their preparatory signal are subject to disqualification
9.6 After
starting, boats may not cross the start and finish line in either direction
except when finishing but may pass it on either hand during the windward and
leeward legs. This changes Rule 28.2.
The penalty is disqualification, and the boat may not correct its error
9.7 The
Race Committee may elect to use an anti-barging mark. This mark does not alter
the starting line, but boats shall not touch the mark, nor pass between
it and the Committee Boat at any time while starting or during the race. The penalty for infringement is a 360-degree
turn at the earliest reasonable opportunity.
9.8 Division 1: A boat
starting later than 30 minutes after her starting signal will be scored Did Not
Start.
Divisions 2, 3, &4: A boat starting later than 15 minutes after her
starting signal will be scored Did Not Start.
This changes rule A4.1.
10 INDIVIDUAL
AND GENERAL RECALLS
10.1 Individual
recalls will be signalled by displaying Code Flag "X" (blue cross on
white field), accompanied by one blast of a horn, in accordance with rule 29.2.
10.2 The race committee will attempt to hail
the sail number(s) of boats being recalled.
10.3 Failure
to hear or heed a recall does not relieve a boat of her obligation to start
correctly.
10.4 A
general recall will be signalled by displaying flag "First
Substitute" (yellow triangle on blue field), accompanied by two guns (one
blast of a horn when lowered).
10.5 The
preparatory signal for the recalled class will be made one minute after this
signal is lowered; this changes Rule 29.3.
10.6 All
subsequent classes, and the shape color sequence, will follow the same order as
listed herein
11 CHANGE OF
THE POSITION OF THE NEXT MARK
11.1 To
change the position of the next mark, the race committee will move the original
mark (or the finishing line) to a new position. The change will be signalled
before the leading boat has begun the leg, although the mark may not yet be in
the new position. Any mark to be rounded after rounding the moved mark may be
relocated without further signalling to maintain the course configuration.
12 THE FINISH
12.1 The
finish will be between a staff displaying a white flag on the Committee Boat
and the "X" buoy. Finishes off
the BYC dock will be between the Reviewing Stand Flagpole and the "X"
buoy; and be signalled by Flag "V".
12.2 After
finishing and clearing the finish line, boats are requested to not re-cross the
finish line, but round either the Committee Boat or the "X" buoy.
13 TIME LIMITS
13.1 PHRF - Division1
13.1.1 Time limits
and target times are as follows:

13.1.2 Boats
failing to finish within 30 minutes after the first boat finishes, or after the
time limit, whichever is greater, will be scored Did Not Finish. This changes
rules 35 and A4.1.
13.2 One
Design - Divisions 1, 2, 3, & 4
13.2.1 The
time limit for Division 1 classes is two hours.
The time limit for Division 2, 3, & 4 classes is one hour. The finish of one boat within the time limit
constitutes a race for that class.
13.2.2 Boats failing to finish within 20 minutes after the first boat in the class finishes, or after the time limit, whichever is greater, will be scored "Did Not Finish". This changes Rule 35.
14 PROTESTS
AND REQUESTS FOR REDRESS
14.1 Protests shall be in accordance with Part 5 of the racing rules.
14.2 Protest
forms are available from the Protest Committee. Protests shall be delivered to
the Protest Committee within the protest time limit.
14.3 For
each class, the protest time limit is 60 minutes after the Race Committee boat
has returned to the BYC dock. The same protest time limit applies to all
protests by the race committee, protest committee, and requests for redress.
This changes rules 61.3 and 62.2.
14.4 Notices
will be posted within 30 minutes of the protest time limit to inform
competitors of hearings in which they are parties or named as witnesses.
Hearings will be held in the jury office.
14.5 Notices of protests by the race committee or protest committee will be posted on the Regatta Notice Board to inform boats in accordance with Rule 61.1(b).
14.6 A list
of boats that, under instruction 13.4, have acknowledged breaking rule 42 or
have been disqualified by the protest committee will be posted before the
protest time limit.
14.7 For
the purpose of rule 64.3(b) the authority responsible is the measurer
appointed by the Babylon Yacht Club Regatta Chairman.
14.8 The hearings may not, at the discretion of the protest committee chairperson, be postponed if the involved parties are late or do not appear for the hearing.
14.9 Protest decision appeals should be
filed with the Great South Bay Yacht Racing Association.
15 SCORING
15.1 The Low
Point scoring system of Appendix A will apply.
15.2 One race shall be completed to constitute a series.
15.3 Boats without proper class identification, sail numbers, or streamers, or with an incomplete or improper entry will not be scored.
15.4 If more than one boat of the same class carries the same sail number, no boat carrying that number will be scored.
15.5 Boats not carrying legible sail numbers (minimum 6" high, dark colors, not back to back) on both sides of the sail will not be scored.
15.6
If a person registers as
skipper/helmsman of more than one boat, neither boat will be scored
16 SAFETY
REGULATIONS
16.1 Competitors,
except PHRF classes, must wear Coast Guard-approved life jackets at all times
while racing.
16.2 A boat
that retires from a race shall notify the race committee as soon as possible.
17 EQUIPMENT
AND MEASUREMENT CHECKS
A boat or equipment may be
inspected at any time for compliance with the class rules and sailing
instructions. On the water, a boat can be instructed by a race committee
measurer to proceed immediately to a designated area for inspection.
18 DISCLAIMER
OF LIABILITY
Competitors
participate in the regatta entirely at their own risk. See rule 4, Decision to
Race. The Babylon Yacht Club will not accept any liability for material damage
or personal injury or death sustained in conjunction with or prior to, during,
or after the regatta.
